There are three Bureaucratic Halls in Ur. One can be found on Gregarious Grange in the Groddle Meadow region of the world, another on Baeli Bray in the Muufo region, and the third is on Chego Chase in the Andra region. The only resource here is Bureaucratic water, which players can drink but has no other uses. In the Bureacratic Hall players can get papers and permits that for riding the subway and building a Tower.
To get a meeting with one of the Bureaucrats, players must go to the front of the counter in the Hall, and one of the Bureaucrats will tell players to wait a moment. Players must move to the left of the sign, in the waiting room and stand still. While standing still, players get a buff Please Wait on a 10 second timer, after the timer reaches zero a Bureaucrat calls the player for a meeting. Moving Glitchen around in the waiting room during the buff will alert players with a pop up asking to hold still, then the timer will restart.

Card-Carrying Qualification
Visit the Bureaucratic Hall to purchase a Card-Carrying Qualification. Activate this document to buy other documents.
Your Papers
After activating the Card-Carrying Qualification, learn Bureaucratic Arts I and purchase Your Papers. Complete Your Papers to ride the subway and get General Building Permits.
General Building Permit
After completing Your Papers, learn Bureaucratic Arts II to buy a General Building Permit to build a Tower on your Home Street.
Bureaucracy Questions
Acquiring a General Building Permit or Your Papers from the Bureaucratic Hall involves talking to one of the agents and answering to at least one question. The questions and their answers seem to be randomly generated, there is no particular answer that will give you the paper immediately, and a wrong answer to a specific question may (or may not) be the good answer later.
The good answer will give you a Your Papers (for 100 currants) or General Building Permit (for 500 currants).
The wrong answer will send you to another agent who will take care of your application and will ask you another question.
