If you're carrying Pig Bait in your inventory and have the Herdkeeping skill, then when you click on a Piggy the Capture option will appear in the piggy's menu. You can then select that option to use the pig bait. If your capture attempt is successful, you will receive a Hog-tied Piggy in your inventory.
