The basic elements, Red, Green, Blue and Shiny, are tricky things. Not just anyone can handle them. Learning Element Handling gives you the ability to carry an Elemental Pouch and thereby handle all the Elements you'd want. It is also the prerequisite for learning Alchemy and Refining.
