Hm, now that you mention it I do think it needs a certain skill, but I don't think it's Bog Specialization... the description for bog specialization says "You can certainly dig for peat with a shovel alone, but become a bog specialist, and your peat excavation is much more rewarding." So maybe Soil Appreciation or Soil Appreciation II? (Didn't Herp have a list of things we should pay attention to after the reset?
